Anti Social Behaviour
We may exclude someone from applying for housing if we consider that it is reasonable to do so as a result of unacceptable behaviour.
“Unacceptable behaviour” includes (but may not be limited to):
1. Current or former tenants of Three Valleys Housing or a Home Options partner who have been in breach of their tenancy conditions including any rent or other arrears,
2. Anyone who has caused wilful damage to a Three Valleys Housing or a Home Options partner’s property,
3. Anyone with a history of serious anti-social and / or criminal behaviour, or who has been the subject of an Anti-social Behaviour Order or other civil restraining order and it is believed that they would be a significant risk to the community.
4. Anyone who has been violent to or threatened staff or agents of Three Valleys Housing, Home Options partner’s, previous landlords or the police.
Applicants found to be ineligible due to unacceptable behaviour have a right to ask for a review of the decision A delegated senior officer will undertake the review.
Adapted properties
We will attempt to ‘match’ adapted properties with applicants who require the adaptations in place. Applicants known to require the adaptations will be contacted and encouraged to bid. Partner agencies will also be approached.
Bungalows and older persons accommodation will be advertised with the adaptations being highlighted and applicants informed that preference be given to applicants requiring the adaptations.
Currently adapted houses are only allocated to families with dependent children who require the adaptation in question, typically a stairlift. If there are no families who need the adaptation bidding for the property it will be re-advertised and the adaptation removed.
Where an exceptional property is concerned the allocation may be direct to a suitable applicant without the property being advertised through choice based lettings to ensure that use is made of its unique features. This decision will be taken by a Director and any such allocation will be also be reported to Three Valleys Housing Board.
Town Street ground floor flats.
While these flats are no longer allocated just to older applicants they will not be allocated to an applicant aged under 25.
Family accommodation
Three Valleys Housing has a policy whereby family accommodation is NOT allocated to applicants who do not have dependent children. It should be noted that ‘dependent’ can include adult children where there is dependency based on disability.
This excludes from consideration those applicants who are pregnant and those whose children are not ‘permanently resident’ with them.
Three bedroom houses
Overall the stock contains fewer two bedroom houses than three bedroom. The properties are not spread evenly and in some areas there are no two bedroom properties. For this reason couples and single applicants with one child are able to bid for three bedroom houses in areas where there are no or very few two bedroom houses.
These areas are:
• Breaston • Draycott • Ockbrook
• Risley • Sandiacre • Little Eaton
• Morley • Stanley • West Hallam
In other areas there is a reasonable supply of two bedroom properties and only applicants with two or more children or with one dependent child and other non-dependent household members will be considered.
Four bedroom houses
Four bedroom houses are only allocated to families with three or more children.
Family type flats and maisonettes
There are 261 two bedroom flats across the Borough. There are 66 three bedroom maisonettes. These properties are mostly general needs properties. These properties are usually only allocated to applicants with children. Some of these flats do have very small second bedrooms and these will be advertised for applicants with one child only.
However in some circumstances this policy may be varied to produce a more sustainable community in an area.
Sheltered accommodation
Sheltered accommodation is allocated to applicants aged over 60 or in receipt of high level disability living allowance.
Non-sheltered bungalows
These properties are allocated to applicants with identified medical need evidenced by receipt of high level disability living allowance.
